Andrew Biar

Andrew founded Strategic Public Affairs® in 2000. Drawing on more than a quarter of a century of experience in government, communications/media, business and politics, he and the firm provide lobbying, government relations and communication/media counsel to businesses in key sectors of the economy including oil & gas; upstream, midstream and downstream, utilities, healthcare, automotive, home building, finance and more. This includes providing strategic counsel to Fortune 500 companies, small businesses, private corporations, trade associations and PACs. Prior to forming the firm, Andrew worked at a one of the leading statewide business trade associations in Texas, a public affairs/PR firm, and for several elected officials. His experience in government has encompassed working at all levels – local, state and federal – including the Office of Bexar County Judge, Members in the Texas State House and Senate and the Office of Texas Lt. Governor. His background also includes crisis communication and media relations. He is responsible for overseeing the continued advancement of the firm, ensuring professional growth opportunities for the firm’s team members, and managing key client relationships. Andrew is an alumnus of the state’s premier leadership group, the Texas Lyceum. He is a passionate hunter and outdoorsman. He enjoys hunting birds, deer and many other forms of game. He is also passionate about racing. Andrew is a licensed, professional NASCAR pit crew member in the sanctioning body’s three top series: Sprint Cup, Xfinity and Camping World Truck Series. He has served as a pit crew member at many of NASCAR’s top races and venues, including the Daytona 500, Bristol Motor Speedway (August night race), Richmond International Raceway, Charlotte Motor Speedway, Talladega Superspeedway, Atlanta Motor Speedway, Indianapolis Motor Speedway, his home track Texas Motor Speedway and Darlington Raceway. Andrew earned his B.A. in Communications from Concordia University, Austin, Texas.

Elizabeth Biar

Before returning to Texas in 1997, Elizabeth worked for U.S. Congressman Bill Archer and also for the U.S. House Ways and Means Committee.  Following her positions on Capitol Hill, she was employed as Associate Vice President for Tax and Health Policy for Newmyer Associates, Inc., in Washington, D.C.  After leaving Washington and moving to Austin, Texas, Elizabeth worked for Texas State Senator David Sibley and the Senate Economic Development Committee handling health, health insurance, and health and human services issues. Prior to joining Strategic Public Affairs® in 2002, Elizabeth was the Southeast Texas Public Advocacy Consultant for the American Heart Association.  She serves on the Board of the Independent Women’s Forum.  Additionally, Elizabeth is involved with the Greater Houston Women’s Chamber of Commerce, the Women’s Energy Network, The National Charity League, Houston Alumnae of Kappa Alpha Theta, and Leadership Houston.  She is a sustainer member of the Junior League of Houston.  Elizabeth earned a B.A. in Political Science from Texas A&M University in College Station and a Master of Public Administration from The George Washington University in Washington, D.C.


With more than a decade of experience in the Texas Legislature, Ricardo brings solid knowledge and expertise in political strategy, policy analysis, strategic communications and grassroots organization. Ricardo served as Chief of Staff for State Representative Veronica Gonzales from 2004 to 2012.  Additionally, he worked for State Senator Royce West and the Texas Senate Jurisprudence Committee.  Aside from running various successful Texas House campaigns, Ricardo also served as Campaign Director to Congressman Ruben Hinojosa. In his 10 years of managing political campaigns, Ricardo has never lost a race.  He is recognized for his skills in relationship building, negotiation, legislative analysis, campaign coordination and persuasive communication.  Ricardo brings a uniquely comprehensive, balanced and personable approach to the table. Ricardo holds a Bachelor’s Degree in Government from The University of Texas at Austin and is fluent in Spanish.
Libbie Chapuran
Before joining Strategic Public Affairs®, Libbie worked in the Minnesota State Senate. There she honed her communications and government relations skills as a communications specialist, a committee assistant and as a legislative assistant. She also took an active role in presidential and state senate campaigns in the state of Minnesota. Prior to her five-year stint in the legislature, Libbie gained professional experience in the public relations industry in Minneapolis, Minnesota and in Tokyo, Japan.  She is a member of the Public Relations Society of America Houston Chapter and the Pi Beta Phi Houston Alumnae Club.  Libbie, a native of Wisconsin, earned degrees in Communication Arts and Political Science at the University of Wisconsin.
Allie Payne
Prior to joining Strategic Public Affairs, Allie worked on Capitol Hill for Congressman Pete Olson as his press assistant. In addition to her experience at the federal level, she has worked at the local level on a mayoral campaign in Albuquerque, New Mexico. She has also worked at the Fort Worth Convention & Visitors Bureau and Consuro Managed Technology. She is a member of the Public Relations Society of America Houston Chapter and the Alpha Chi Omega Houston Alumnae Chapter. Allie earned a Bachelor of Science degree in Strategic Communication at Texas Christian University in Fort Worth, Texas. While at TCU, she studied at the Schieffer School of Journalism in London, England.

Susan K. Medina
Senior Consultant
Susan K. Medina is a seasoned professional with more than 20-years experience in strategic communications. Her proprietary strategic communication process, known as SPARC, has helped top Fortune 500 companies forge and maintain strategic relationships vital in helping them reach their goals. One integral component of SPARC is the process of building relationships, of perfecting the art of communication as it relates to the task or challenge at hand. Susan maintains relationships with key leaders, presents the facts, skillfully tells her clients’ stories, and makes sure each party is pleased with the end results. It’s this kind of commitment that has contributed to her celebrity with clients such as TransCanada, (NYSE:TRP), Titan Operating LLC, NAPE Expo, ExxonMobil (XOM), and Texas Hospital for Advanced Medicine, just to name a few.
Susan is a graduate of the University of Texas at San Antonio with a B.B.A. in Business Management with a concentration in Marketing.

Chris Devaney
Senior Counselor
Chris grew up in Cleburne, Texas. He has over a quarter of a century of experience working in public affairs and government. Chris’ career began in journalism working as a reporter in Oklahoma City and later with NBC Radio News as an editor in Washington, D.C. Following his work in the media he worked for the U.S. Senate Republican Conference where he was a senior producer responsible for media relations. Chris has worked in senior roles for three United States Senators; Phil Gramm of Texas, as well as Fred Thompson and Bob Corker of Tennessee. He has also worked on numerous campaigns in his more than twenty five years of experience. Chris was elected chair of the Tennessee Republican Party in 2009. Under his leadership, the State Party was successful in helping to elect a Governor, a United States Senator, an historic majority of Tennessee’s U.S. Congressional Delegation, and super-majorities in both chambers of the Tennessee State Legislature. In 2015 Chris stepped down from his leadership role with the Tennessee Republican State Party. Today he provides senior consulting services to clients on public policy issues, government relations, strategy, communication, grassroots, coalition building and stakeholder outreach. In addition, he leads the Children’s Nutrition Program of Haiti. Chris is a graduate of the University of Oklahoma where he earned a bachelor’s degree in political science and government. He lives in Chattanooga, Tennessee.
